Fiscal Management Training
In response to OSEP’s recommendation on developing and training of FSM IDEA Part B Fiscal Management Procedure, the FSM NDOE Division of Special Services conducted a Fiscal Management Training to FSM States’ Special Education Coordinators and Fiscal Officers, and other key State Finance personnel on January 24-25, 2011 in Pohnpei State.

The main purpose of the Fiscal Management Procedure is to provide guidance for allocation, expenditure, and monitoring of funds under IDEA Part B. Some of the key important components included in the procedure are the timely obligation and liquidation of funds. A representative from FSM Division of Investment presented the allotment break down process of Part B funds and how the sub- allotments are transmitted to the FSM States for timely liquidation. Since Statistics, Budget and Economic Management, Overseas Development Assistance and Compact Management (SBOC) Office is responsible for the release of the quarterly Advice of Allotments to the states, a representative was also invited to share the process on the Advice of Allotments. A representative from the FSM Personnel Office was also invited to address some of the concerns raised by the participants regarding delay in the processing of some Employment Actions.
