On September 18-21, 2012, Special Education program management, state advisory council chairpersons, Maternity Child Health Care (MCH), and key staff from all the four FSM States and National Department of Education (NDOE)-Division of Special Services convened in Chuuk State for the 2012 Special Education Leadership Meeting. The purpose of this meeting was to review the requirements for the FSM 2011-2012 State Performance Plan (SPP) and Annual Performance Report (APR) for Special Education due to US Office of Special Education Program (OSEP) in February 2013 and to address other reporting requirements.
- The meeting was co-facilitated by FSM NDOE and consultants from Guam CEDDERS and San Diego State University. During this 4-day meeting, the participants:Reviewed each FSM State Local Education Agency Local (LEA) Performance Plans (LPP) progress data and improvement activities to be included in the FSM 2011-2012 APR/SPP;
- Established National Priorities for 2012-2013;
- Reached consensus for next steps on the Early Childhood Interagency Agreement for coordinated referral, screening, sharing of data, and delivery of services for young children from birth to 3 with special needs;
- Set next steps for the submission of FSM’s 2011-2012 APR/SPP and other reporting requirements.
In addition, there was also a discussion on the June 2012 OSEP Monitoring/Verification Determination Letter and the annual reporting process. As a result, the states are asked to verify certain Indicator data and to resubmit to NDOE by October 2, 2012. The final compilation of the FSM 2011-2012 SPP/APR will be done on January 2013 and be available for public review and comment after February 2013.
