Chuuk Special Education Verification Monitoring
Chuuk Special Education Verification Monitoring Visit - On February 13-17, 2012 FSM National Department of Education (NDOE) Division of Special Services conducted its Federal Fiscal Year (FFY) 2011 annual Monitoring and Verification visit for Chuuk Special Education Program. The FSM NDOE receives funding from the U.S. Department of Education to provide education programs and services for eligible children with disabilities. These programs and services are provided consistent with the provisions of the U.S. Individuals with Disabilities Education Act (IDEA). The FSM assures that all eligible children needing special education will receive a Free Appropriate Public Education. The FSM has adopted P.L.14-08 which also provides for the education of children with disabilities throughout the FSM age 0-21.  Chuuk State receives funding for special education programs from IDEA. Yap Special Education Verification Monitoring
Yap Special Education Verification Monitoring - On February 20-24, 2012, FSM National Department of Education (NDOE), Division of Special Services conducted an on-site Verification Monitoring Visit in Yap State. The Monitoring Visit was conducted to determine whether special education programs and services in Yap State are being delivered consistent with the requirements of IDEA and the FSM Special Education Handbook. The Monitoring visit was also conducted to verify progress being made by YDOE in the implementation of their Special Education Local Performance Plan (LPP) and progress being made to correct areas of non-compliance that were identified in the February 7-11, 2011 Monitoring Report.  There are a total of 3 high schools, 29 elementary schools and 15 ECE centers within the Yap Department of Education. FSM joined 11th Annual Early Hearing Detection and Intervention Meeting
The 11th Annual Early Hearing Detection and Intervention (EHDI) meeting was held in St. Louis, MO from March 4-6, 2012. The EHDI annual meeting has built a strong reputation for bringing together a wide variety of attendees including those who: Work in state EHDI programs; Assist in EHDI efforts on the federal level; Provide screening, diagnostic, and early intervention support at the state/local level to young children with hearing loss and their families; Champion medical home activities within each state; Are family members of children with hearing loss; Are deaf or hard-of-hearing adults who are helping to expand opportunities for young children with hearing loss; Are academicians (faculty and students) engaged in education or research related to EHDI. Special Education Diagnosticans Training
FSM Special Education Diagnosticians Training- On April 16-20-2012, the Department of Education, Division of Special Services coordinates a follow up training on five different Special Education screening tools for 13 Assessment Specialists/Diagnosticians and other State Department of Education staff from all the 4 FSM States. This 5-days training was held on Yap State and was facilitated by two consultants University of Guam-CEDDERS. The training included review of the Individual with Disabilities Education Act (IDEA) referral and evaluation procedures for identifying students with Specific Learning Disabilities (SLD) and Intellectual Disabilities (ID). The participants were also trained on the administration of the diagnostic tools with early childhood students and students from Colonia Elementary School. Chuuk Hosts 3rd Annual FSM EHDI Symposium
The 3rd Annual FSM Early Hearing Detection Intervention (EHDI) Symposium was held in the State of Chuuk on July 30- August 1, 2012. The target audience was the FSM EHDI Staff-National level, State EHDI Coordinators, Maternal Child Health (MCH)Data Clerks, physicians, nurses, nurse aides, medical officers, Children with Special Health Care Needs (CSHCN) Coordinators, and relate services assistants from Special Education, and most especially, the selected Parents of Children with Hearing Loss. The 3-day symposium was conducted by the FSM EHDI Team from the National Government under the supervision of Dr. Velma Sablan, FSM-EHDI Project Evaluator. This year’s symposium theme is: FSM-EHDI Collaboration & Partnership for Infants and Young Children with Hearing Loss & Their Families. FSM Special Education Procedural Manual and Response to Intervention Handbook Training
July 15-17, 2012 - FSM Special Education 101 Training - In conjunction with the MTEC Conference that was held in Yap State on July 9-11, 2012, NDOE Special Education sponsored a focused training on the revised Special Education Handbook and Forms that was completed with the assistance of Dr. Steve Spencer, FSM Special Education Consultant from San Diego State University. We have been working on the revisions to the handbook during the past years with input on the draft versions being provided by States’ special education representatives.  As part of the effort, a new draft Response To Intervention (RTI) Handbook was also developed. Part of the development effort included preparing training modules that could be used by special education staff in each state for future staff development efforts. Expanding American Sign Language Services in FSM
A team from WorldTeach, Gallaudet University/Gallaudet University Regional Center of the Pacific, and the University of Hawai'i Center on Disability Studies/Pacific Deaf-Blind Project visited Pohnpei State on the 10th -13th of September, 2012. A team from WorldTeach, Gallaudet University/Gallaudet University Regional Center of the Pacific and the University of Hawai'i Center on Disability Studies/Pacific Deaf-Blind Project visited Pohnpei State on the 10th -13th of September, 2012. The purpose of the team’s visit is to start a Deaf WorldTeach Program in Pohnpei and Chuuk. The team hoped to place at least three Deaf WorldTeach volunteers in Pohnpei. The cost would be approximately $10,000 per volunteer to the WorldTeach Program. The main responsibilities of the deaf WorldTeach volunteers would be to (a) teach American Sign Language (ASL) at College of Micronesia-FSM; (b) peer teach ASL with local teachers at high schools, elementary schools, and early childhood programs; (c) teach ASL…

2012 FSM Special Education Leadership Meeting
On September 18-21, 2012, Special Education program management, state advisory council chairpersons, Maternity Child Health Care (MCH), and key staff from all the four FSM States and National Department of Education (NDOE)-Division of Special Services convened in Chuuk State for the 2012 Special Education Leadership Meeting. The purpose of this meeting was to review the requirements for the FSM 2011-2012 State Performance Plan (SPP) and Annual Performance Report (APR) for Special Education due to US Office of Special Education Program (OSEP) in February 2013 and to address other reporting requirements.  The meeting was co-facilitated by FSM NDOE and consultants from Guam CEDDERS and San Diego State University. 2013 FSM Special Education States' Monitoring Reports
March to May 2013: FSM Division of Special Services conducted its annual onsite monitoring visit for all four FSM States. The Federated States of Micronesia, Department of Education receives funding under Individuals with Disabilities Education Act (IDEA) Part B Grant through the U.S. Department of Education. This funding is designed to supplement the provision of special education and related services for eligible children with disabilities within each State of the FSM and to improve and expand programs and services for children with disabilities. The special education and related services supported by IDEA are consistent with the approved FSM Special Education Handbook and P.L. 14-08. As part of the General Supervision requirements of IDEA, NDOE must conduct a comprehensive special education monitoring program to ensure that the provisions of IDEA are being followed within each FSM State. FSM 2013 Interagency Leadership Conference
The Federated States of Micronesia will held its 2013 FSM Interagency Leadership Conference on August 14-16, 2013 on Pohnpei State. This conference is organized by various agencies and developmental partners supporting persons with disabilities and other marginalized populations in the FSM.  This conference has become an important event in the FSM for experts, service providers and various stakeholders promoting the rights of people with disabilities. FSM's New Initiative for Early Literacy
Kolonia, Pohnpei, January 13-17, 2014 The FSM Response to Intervention Initiative (RtI) takes its first steps to improve language and reading skills for ALL students in the FSM. During the week, the FSM Department of Education conducted a kickoff meeting of intensive training to initiate a new program designed to improve language and reading skills for children in grades Early Childhood Education to 3. This project is now referred to as FSM Project Literacy Intervention for FSM leaders of Tomorrow, or FSM Project LIFT. 2014 Data Training on Effective Use of Data
March 12-14: Yap, Federated States of Micronesia - The FSM Division of Special Services coordinated a data training for FSM States special education coordinators, data managers, case managers, and other data personnel from the departments of education. Dr. Steve Spencer and Youngho Jang of San Diego State University helped facilitated the training. Dr Steve Spencer has been serving as a consultant to the FSM Special Education Program for numerous years while Young Jang is the programmer for the Special Education Database, which is Student Information Tracking System (SITS)  The purpose of the 3-day training was to introduce the new features on the SITS, and share strategies on how the program can effectively share its data to principals, teachers, parents, and other stakeholders.
